If he can get ahold of a paint rep through his jobber they might be able to put together a formula if they have a piece to analyze. I'm not sure if SW has the ability to digitize the colors like ppg or dupont. Years ago our paint rep would run off with part and a week later have the part, a sample, and a formula. Not all paint maufactures kept up with the old formulas as the lead based and heavy metals were removed from toners, and paint systems were updated.
If all else fails and If he's worth his weight, pick something close, tint, and record the numbers if he's really stuck on the SW.
I recommend staying within one line but PPG base is really stable/non-reactive and I have covered it with many different clears without issue(never tried with SW though). Just seemed an extremely slow cure time on the SW clears that I have used.
