The "wait to start" light isn't going to come on unless it's cold enough, some 50 degrees or something of intake air temperature.

If the engine coolant temp sensor is bad and the PCM is seeing -40* but the intake temp sensor is saying 68* the PCM is confused and reverts to a "safe" programming mode. Have you replaced the coolant temp sensor yet?
