Most of the Races being run with these type cars while Run at NHRA & IHRA Tracks are "Special Events" with the Tracks being Rented out for the Race that is why they do not fall under any of the NHRA or IHRA rules.
All I can say is what some of the Tracks down here say,and they have ask me next time I come to Bracket Race to bring my Corvette and make a few pass's for everyone to see.With that being said when you Show up at the Track in a 9 or 10 second Street Legal HellCat Challenger they are going to look for reason's to not to let you run it.Them Chevy & Ford people will pay your entry not to see it run but to see what it will break with that much Horse-Power!
