They slide on.... it looks like you have a lack of oil
up there on the shaft/bushing... thats not much wear
but you should prelube the shaft/bushing on install..
the collar helps to stabilize the timing.. as the
intermediate shaft lifts and drops it turns so that
does the same thing to the timing... put the collar
on just snug so it a minor bit of force it can slide..
put the dist in and clamp it down... remove the dist
and move the collar up a few thousandths then tighten
and reinstall the dist and set timing
