It has everything you need, the helicoils, the drillbit and the tap.
It'll cost you about $50, although I have bought for a lot less on the 'bay.
After you're done, you can buy more loose coils to do more holes.

 And if you're thinking of more sizes, they make a kit that has 1/4",5/16",3/8" and 7/16" with all the bits,taps,install tools and a small box of each inserts. May not be cheap but no doubt cheaper than trying to piece it together. Then as stated, you just need to restock the inserts
