I don't know for sure, but I was always of the understanding that it follows which ever is newer. In NY (which almost mirrors Cali laws), unless something has changed that I am unaware of, it follows the newer of the two, either engine or vehicle---if the vehicle inspector wants to really dig in and find out. But here in upstate NY we are still allowed individual private owned stations to do inspections--so owners descretion, whether right or wrong (always good to know someone). Anything 25 years and older is visual and safety only inspection.
