Why not just drill the remains and remove it, been there done that lots of times...once the bolt is drilled you do have to apply some heat to the bolt to loosen the thread locker that is applied to it.
No way would I replace a pump housing for just a broken tensioner bolt.

When I removed the first tensioner bolt it was coming out just fine, then bound, then came out. The housing stripped threads in the middle of the hole. I helicoiled it.

That made me uneasy right there. Now that this failure has occurred, I am replacing it.
