This is correct , the picture above is what you have to do Eric , the hole is in the inner fender panel , if the part that is in the picture is not there you need to get one , I think it's repopped , or just make something from a piece of 3/16 or 1/4" steel flat stock ... assuming you can't find a used one ... and weld it in place.
