I don't think there is a pop in insert for the different size ignition switch so it would be a 1 year only frame for each year 68 , 69 and 70.

the dashpad change for 69 on the upper pad was just a shape change from pointed to flat across the edge facing the driver , stud location I am 99.9% sure didn't change.
