All you need is a shop with a lathe big enough to chuck in the rim or the rim on a axle, and a welder. Two cuts per rim , just have to make sure the two pieces mate up after the cut. I've made rims wider but never narrower , same process.

it's ok to butt heads, just don't do it with a butthead
