They have the rust converter in a spray can here at the parts store. Works great. Ya still gottas knock off the surface rust then spray it. Goes on clear then turns kinda flat black. I've used it on all kinda stuff even small spots on 1/4 panels. Makes the metal hard again and is sandable and paintable.
