Yes it's the same.

Idle cannot be set like a carb. The PCM has a target idle speed, ad adjusts the idle air solenoid to allow more or less air to the motor to adjust the idle to target. Its also a "learned" adjustment, the computer learns over time where to set the solenoid for target idle. If you had the battery off, then the PCM "lost" the memory, and has to re-learn idle. This may require some 2-foot driving to keep it from stalling until it re-learns.
