I bit the bullet and bought the ring and pinion installation tool from T&D machine. The same company that makes the rocker arms that we all love. This tool was about 400 bucks but I use it often. As far as a Dana 60 goes, I like to keep the shims behind the pinion bearing and only leave a .010 behind the race on each end of the case. That way it is easy to swap gears if you also keep the bearings on the spool or posi carrier. It takes 1/2 an hour and you are on the road or track.
