I've got a guy trying to sell me a reman 5.7 supposedly for 09-14, but head part # is 53021616 ba which appears to be pre-eagle according to the internet? Can anyone confirm that for me?

pre eagle, the exhaust on the eagle is D shaped butt the belly of the D points up

When you lock out the VVT, do you remove the VVT solenoid and block it or just leave it in unplugged?

I don't see why you couldn't leave it in and unplugged, I have Stanke's VVT plug and all it is a piece of Alum Round stock , with two o rings and a mounting tab.

that's a Pre Eagle, head, both series of heads use the same # the Eagles are 53021616DE and DF , I got burned on that on the 1st set of heads I bought, I was just looking for the # and didn't know about the letters........................on a side Note....I REAL F--KING hate this INFO link crap.
