Upstate ny? White 65 dodge- towed behind red ford? I-90

I was driving back to Rochester from Buffalo this afternoon and got passed by a trailered whited dodge 10.90 car towed by a gentleman, in a hurry (lol) driving a Red Ford PU, chomping away on a big ole stogy.....

Dang near got tagged by the Patrols just before where 390 crosses 90 eastbound.

Anyone know this Mopar guy?

Forgot, plates on the car were F62 4DB?
