Tire date codes, can someone decode these for me?

Just trying to find out how old they are

Bottom was made in the 16th week of 2010, the top one was made in May of 1999 or 1989 or 1979 or...............

Problem with the pre-2000 single-digit year core is you can't tell the decade.
