Whose car is this?

Saw this on Facebook and noticed it is Las Vegas.
Whose car is the 71 and can yo please share more details.
Love this car.

It is/was a Minnesota car. Has a lot of local history to it. Not sure if it is now out west, or if it just made a trip out there.
