2011 hemi truck to pass emmisions

So I installed an engine out of a 2500 in my 2011 1500 so the engine has no MDS but the truck is supposed to have it, it runs perfect but has a CEL for the MDS solenoids, a friend bought it and all was well till he moved to las vegas and needs to pass the stupid test meaning no codes. The truck can be driven in 5th gear all the time and the code stays off but he said the check station drove the truck and would not put it in 5th gear for the test drive so the light came on and it failed. Is there a tuner we can buy to just shut the system off? What about just putting in a confuser from a 2500 or 3500 that will never check for the MDS? Can we just buy one stick it in or does it really need VIN and miledge programmed to run? Any other ideas?

Do they scan while driving or after? Pull the bulb if all they look for is the light. Once he gets the paperwork straight he can load his truck up and move.

he said they drive it then bring it back to the shop and plug it in and scan for codes.
