Virginia title app for out of state car.

Simple question. If you have an out of state car that needs to be titled in Virginia, does it have to be running before you can get the title in your name or can you get it transferred to you name in a non operating condition?

Non-op is fine as long as you have a clear title from another state. We dont require state inspections or any other proof of its mechanical condition just to get a title

Thanks. My friend was able to get some help from the VA dmv. People can sure screw up titles. He bought a car that is going to take some work to get it all cleared up.
