Yes.
It also includes 1970 LA built A and B bodies.

My 70' A66 Challenger is an L.A. built car.

I am not aware of a 1969 LA Registry?
A66 Challenger owners regardless of assembly plant are welcome to register.
Same for any 1970 LA or Hamtramck built car, regardless of engine size or number of doors.

What about 1969 LA built B bodies?
My 69 Road runner is a LA built car and it has the broadcast sheet in it, from what I was told that is pretty rare.

Question on the location of the jack instructions trunk lid label: driver's side, middle or passenger's side?

I have a 68 Coronet R/T buillt in LA with original sheet, tag and window sticker.
But don't know about any 68 registries.
