Door Sticker Question

Has the clear cover on the door sticker always had the purpose to protect and pull the base sticker when removed? I asked because I looked at a car that seems to have had the sticker slapped on in an odd way that if the clear cover was on it as we see most it would of flapped into the latch area and so the clear cover is cocked about 1/4 inch with the base stickers lower edge right on the edge of the door that goes into the latch area. Its not my car and is an unimportant /6 car but I still find it odd the clear cover somehow ended up cocked in orientation to the base sticker.

Any thoughts?
