On a 1970 Challenger I know the SE option got the carpet on the lower portion of the door panels. Was their any other option group or situation that would get the carpet on the lower portion of the door panel in 1970 for Challenger?

My 70 six pack Challenger has H5K4 interior, and sports the carpeted lower door panels and reflectors.The 71 has H5X9 interior, and has carpet and reflectors.

a leather or cloth interior in a non-SE would receive the carpet & reflector door panels

The SE was a different model for 1970 Challengers, so not a separate option it itself.
That said, the cloth and or / leather interiors in a 1970 Challenger or Challenger R/T got you the carpeted lower door panels as well as rear seat ash trays in the rear plastic side panels.
