bumper guard bracket- what is this?

I added a new bumper to my challenger this weekend. I pulled down the original to get the bumper guard hardware. I found these "L" shaped brackets attached to each. was this something a previous owner put on to maybe hang straps for the exhaust or are these original.

I held one up on the bumper but it seemed the brackets just ran into the leaf springs. Some help is appreciated.

There should be two threaded holes in the back of the frame to attach those. They are factory.

Now that I see that, I recall those were bolted onto my TA when the bumper was removed. The guys removed them from the RT. Still attached to the bumper. I have new guards on the way. Will get the back end buttoned up soon.
