I have a small shallow crater that I want to try to wetsand out. It's a solid color single stage paint. Should I use a hard block or a soft pad to do that?

I would use a hard block, like a Dura-Block, and only wet sand what you think is necessary. It can be a slippery slope to not burn through.

Obviously I can't see the crater, but unless you have enough paint and the crater is quite shallow, you're at risk of cutting through the paint as you level it to the depth of the crater.
Your option is to touch that crater up with a dab of paint, let it sit for a few days, then level the touch-up down to the other paint.
Or, a dab of clear in the crater if you don't have leftover paint.

I still have paint. What grit should I scuff it with before applying a dab of paint?

No rougher than 600, since whatever scratches you put in have to be removed later.
If it adheres without scuffing, even better.
