Can a full one piece trunk floor be slid in from the side without removing the rear tail panel if both full quarter panels are removed on a 1968 Dodge Charger?

Pretty sure that's how mine was done.....not 100% though. I still have original tail panel and a new 1 piece floor and quarters.

No, not unless you remove the inner wheelhouse on one side. This is the hard way to do it.
The trunk floor will slide in from the rear with ease on a Charger when the rear valance is removed, which almost always needs replacement too if doing quarters. The trunk floor welds to the rear valance on a Charger.

Done many

Dart6: for the 70 Plymouth, It can be slid in from behind just like the 68-70 Charger or other 68-70 B bodies.
Rear crossmember can stay in place.
It helps to seperate the tail panel part way up where it welds to the end of the quarters ( behind the pot metal quarter extensions), to allow the tail panel to swing out a bit.
