Should the trans KD linkage pivot that is part of the throttle cable bracket be engine color or? Trying to determine if that pivot was on the throttle cable bracket when the engine was painted.

I would think that it was , it's bolted to the engine when the intake is installed , the engine build already nows if it's going to be a 4 speed or an auto , it would make little sense to put it on after paint. The negative cable has paint because it is installed during initial assembly.

Here is a pic of the KD pivot that I think was part of the KD linkage that was added after the engine was painted.

That part would be added after and I would think the pivot pin was masked off .

I have several unmolested examples in my parts pile; all of the brackets are painted, some have no trace of paint on the pivot shaft some do.
As usual with Ma Mopar, there are no set rules.
