Judging by the paint it's probably trunk floor for vent lines.

that would of been my 2nd guess...
the one thing about that is you have to disassemble (easy to break}the speedo cable apart to get it all alone.
thats why i guessed the vent tube first.

If memory servers on the '70 B, the vent line grommet and speedo cable grommet are the same. Could be either.
