Morning Steve...
No, They are different. Off the top of my head here in the office without looking at my reference pictures at home, I know the mounting points for the sway bar are different, that's one thing. I'm sure there are other subtle difference, but can't remember.

69 left and 70 on the right.
Also the angel of the steering box mount is like 4* difference.

First that I heard that the angle of the steering box is different on the B-body, thought that was on the E-body or was that the A-body....anyway I thought the later '69 B-body K-frame (i.e. A12) were the same except the holes for the swaybar were drilled or not drilled depending on '69 or '70. The '69 swaybar runs in front of the K-frame and the '70 runs through it.

Excuss me. The 70B frame is the same as the 70-4E and 71-2B except the box angel is different. The 69 and 70 B frames share the same box angel. Sway bar is the difference making the 70B frame a 1 year 1 model part.
Sorry about that

'69 A12 K-frame ID which may help with the '70 K-frame question?

.............but you could still drill the holes for either a '69 or '70 swaybar and use a late production '69 on a '70 B-body K-frame or vice versa
