Any metal primer will do the job before paint or is there a " Best Primer for the Job"

Best over clean steel is epoxy. Next best is self etching primer. Self etching is available at many home improvement stores and autoparts stores. Epoxy and self etching are available at your local autobody supply store, Eastwood and "Colorlibrary.com".

The best is etch primer first then epoxy on top of that. etch primer can't be used by it's self, it has to be top coated by another primer.

I think you're a little too late, you should have the primer by the time the wheels were done blasting

Any decent primer and paint system should work, just don't mix and match brands to be safe.
Steel wheels usually start rusting down inside the groove where the center and the outer hoop meet since it's difficult to get enough paint down inside the hole. Before I primed mine I set the wheels on the ground and poured a little primer into the groove and rolled the rim around until the joint was coated 360 degrees.
