Has anyone painted over the por 15 with a base clear? If so is it staying on ok?

You have to use POR's primer if you want to go over it with something else.
That being said I painted the entire trunk floor in my Barracuda back in 99 with POR15, then primed with POR's primer and sprayed the trunk with Dupont Chroma One single stage. 10 years and not a chip or a bubble.
