1965 Satellite parking lights

I'm getting this Satellite back together and I've been checking the electrical. One thing that I have a problem with is the parking lights in the front bumper. They come on when I pull the switch to the parking position, but when I pull it all of the way out for the headlights they go off. I've cleaned the housings and the bumper to get a good ground but this problem is persisting. Is this a problem with the headlight switch?

That's the way they were designed to work... "Parking" lights. Not the newer "running" lights.

Not until 1969 models, did the park lights stay on with headlights on.
