Hi,
Are you talking about the woodgrain surfaces? If so, those are glued to metal backing plates and the backing plates have tabs on them that are inserted through slots in the plastic dash fascias. I've never heard of rivets being used.

No I'm referring to the actual metal round gauge face ( speedometer tachometer clock ect. ) that mounts to the actual gauge itself.

yes they are riveted... not the regular rivets, more like the ones used on cloths and toys ( like Tonka car toys )... sealed, not with the stud. They are placed with somehow of C clamp. But just would need to get a similar size rivet... or enlarge a bit the holes and use some a bit bigger.
or tiny screws with nuts on back

just learnt the rivets are called "tubular rivets"
https://www.worthpoint.com/worthopedia/toy-repair-clamp-style-tubular-rivet-1911630066and semitubular rivets those what are a bit more solid in the interior
