power steering problem

68 GTX has virtually no steering assist sitting still. Pump was rebuilt with new gaskets and seals?

the valve at the top wasn't adjusted properly.
where the hoses to into has to be moved to get it centered properly for the assist to work.
move it too far and it will start to steer itself in one direction or the other.

tap it forward or back to get the assist to change.
you have to loosen th bolts to do that.
generally you jack up the front of the car.
loosen th bolts, move it then tighten it back down.
start the car and see if the steering moves itself and if you have assit.
if it doesn't turn on its own and you have assist you got it.
if it starts to turn on its own, you need to move the other way.

don't stick your arm through the steering wheel to start it.

Assuming it was rebuilt properly, correct fluid/level. no air bound...start here:

Seems to me that if, and the OP doesn't say, there was assist before the pump rebuild and now there isn't it's probably not the control valve.

Did you bleed the system when you put the pump on?

The 68 FSM makes no mention of fooling with the control valve on the steering gear with no assist in either direction.

From the FSM, first two are pump related, last one is steering gear.

you might be right, but my bet is, self steering isn't evident because there is too much friction on the ground. and it seems just like no assist.

While it is possible they rebult the box wrong or some other issue, it is more likely that valve is misadjusted.

It was the pump that was rebuilt, not the gear box.

I suppose the OP can lift the front end up, start the car and see if it self steers.

But it's been my experience that a self steer issue don't show up as a lack of assist, if anything it's assist when you do not want it.

Did you go from lock to lock slowly to bleed the system?

please see if the pump is circulating.

Which pump could matter. If this is a Federal (shaft has 3/8" threaded hole) and the shaft/pulley was impacted you could dislodge the pump such that it will not prime. Pulley is pulled on, not pressed on specifically to prevent that type of issue.
