With the stock vacumm carbs. they should both open and close at the same time, if the vacumm pod and linkage are set up correctly and operating correctly up
If not working or set up properly they can cause you a lot of grief shruggy
I like six packs up

A) Do the outboards open at the same time as each other?
B) Do the outboards open at the same time as the center

Which are you asking?

A) if using the standard linkage - yes.
B no, but if set up properly its aweful close.

It only takes a very small amount of vacuum to open the end carburetors, it ANYTHING is hanging up it can easily stop one or both from opening. If one of them does not open first verify that it is getting vacuum, then check for mechanical hangups (butterflies can hang on gaskets, carb can be misaligned over intake holes, the shaft can be binding, etc.).

i had a outboard carb with a ac pod diaphram that did not have the hole for the vacuum to pass through to open the pod !

no they do not open by just reving the engine , it needs to be under load !
