PQD Surf Blue Paint issue

I had my 68 Dodge Dart painted 2015 PQD Surf Blue. The color doesn't appear to match. Could it be the lighting? It still needs to be wet sanded and buffed. This image was taken moments after it was painted.

What was the recommended value shade? (primer base color)as that can effect final color outcome

Was that the manufacturers recommended "shade value"?...
