Is this a 66 or 67 Plymouth Fender tag? AND Decode help - 05/22/17 01:03 PM

Not sure how to decode this style of Fender tag, also is this a 66 tag or a 67? Car in question is advertised as a 67 BUT in looking around I can only find 66 Tags that look like this one.

Ends up the person selling the car sent me the wrong fender tag for the car.
