Does anyone have a 1966 manual that shows how to remove and install the pulley on a 1966 Chrysler pump. It has a hex hole on the end of the shaft. I know on the federal you thread in a bolt and nut and turn the nut to put it on, but this one has no threaded hole,just a hex hole

I have a 65 FSM, if it's the same then the tool I think you can use is
http://www.autozone.com/loan-a-tools/pow.../?checkfit=true to pull it, you press it back on.

that's the tool. used to pull alternator pulleys also.

I believe the pump has to be dismantled to press the pulley back on without damaging the pump.

Correct, just like an alternator, the unit must be disassembled and the rear of the pump shaft supported when pressing on the pulley.
