70 E body driver side outside frame rail holes

anybody ever see these holes before? They look factory but are they something else? Thanks for looking and any responses.

I should say the six holes in a row are in question. The
others were for poor clutch cross shaft mounting bracket. Thanks

That is for the clips that hold the alignment access cover in place, the top is visible in at least one of the pictures I sent you. I am curious about the bigger holes above them look to be about 3/8 inch, I cant say I remember those I'll have to look through my stuff.

The upper 4 holes do not belong there. They look like someone drilled the spot welds all the way through for some reason.
