Plastic washers go over the pins on the TS. These prevent metal to metal contact between the clutch rod and between the fork rod. The rubber washers just stretch over the ball stud - yes, they do !! Make sure you get them on the right way the first time - large diameter to the outside of the TS.

the thin plastic washers go between the rod that attaches to the pedal and to the torque shaft( the rod that goes thru the firewall)
then the 3rd one goes between the clutch adjuster rod and the arm on the torque shaft.
They insulate the rods from squeeks/rattles

As far as the rubber seals,,,With some effort they can be installed right out of the pkg,,,, or Drop them in a bowl of warm water for a few minutes before attempting to push them over the ball stud.
