Is this available new and if so where?

The cup that fits in the wooden tire cover with the big wing nut and special bolt that goes into the floor bracket to hold the spare down tight.

They are all over the eBag both new repo and old stocke...

As stated they are on eBay and are reproduced. Make sure you measure the bolt length you need for the spare tire you are using. You can get carriage bolts the correct length and the small wing nut that goes in the cup from hardware stores and Home Depot.
