Fan clutch?

Ive had 2 69 340 Swingers.First one I bought in 1976 and the latest last year.Both cars had fan clutches but were not A/C cars.Had someone tell me that no non AC cars were supposed to have the clutch fan.Not changing it,just asking what is correct.

The 340 was a performance engine package that included the torque drive clutch & 7-blade fan in '69.
