I'm looking at a used set of 452 heads, lightly ported (gasket matched) nice valve springs retainers & all that stuff. my question is they have been surfaced, quite a bit it appears. 1 needs to be surfaced again. my concern is, is there a way to tell how much has been milled off them? I know small block Chevy heads have a target spot to measure off. do the Mopars have a spot like that?

Yes
The distance from the deck to the "closed" or shallow part of the open chamber is almost always near .100 thou give or take--good yardstick if there ever was one.

Use a mic and measure the lower head bolt outside flange area at one of the corners. The range in stock thickness can be from .995 to as much as 1.015 for stock heads that haven't been milled.
Measure both heads and post the readings. You need to measure both heads and if one head does need milled mill the other so you have both heads the same thickness when done.

both heads measure at .995-,993 pretty evenly across them. how far can they be safely milled then?
