What temp does the Thermal Clutch fan lock up and spin at idle speed and not slip?

It always slips to some degree, never 'locks up'.
Also, you can adjust the spring on the front, don't know at what temps they usually activate

From what I understand these clutches are a pass/fail item.

When cold- if you spin it by hand and it turns more than one revolution, it's toast. Most don't come even close to 1 revolution in they are working properly.
I know it doesn't directly answer your question, but if you are trying to figure out if the fan clutch is bad this is the best way. Since the mechanism is internal you will not be able to see it lock/unlock, so no way to do something like place it in boiling water to see when it unlocks.
I don't know how you would adjust the spring. The center hub is fixed and then the spring coils around to a stop/holding peg. You could move the peg (you would have to fabricate something) but that would be about it.

FWIW....

You simply slip the spring off the peg and tweak it either tighter or looser depending on your needs, then reattach. Crude, but very effective. Really no different than calibrating a spring-activated thermostat/thermometer/meter.
Now if the inards are worn out, they are worn out.

Seems logical. But without being able to see the mechanism I don't know how you would be able to tell how much effect each 'adjustment' had made.
These are cheap enough aftermarket that if it is suspect, just replace it. Unless you are dealing with an NOS/100 point restoration I just would not bother.

Just my pennies,
CC.

Wouldn't the sound change when it locked up. How much does it slip during idle or slow stop light to stop driving? My temps go up pretty fast idleing in traffic, they drop traveling down the road. I was just wondering if there is an est temp when it supposedly locks up.
