How's the secondary ignition system (plugs, wires, rotor, cap)?? Timing? Total advance checked and functional?
Once proven, it could be time for a rebuild kit, starting with new needle/seat assemblies, a power valve and cleaning out of the metering block passages.
If it's "pig rich", Holley's are known for weeping needle/seat inlets and blown power valves.
Check for a vacuum leak too.

for what it's worth, on my old 360 with a comp XE262 cam, eddie RPM intake, and headers, I had to jet the eddie 1406 down. I ended up using the original secondary jets in the primary, replacing the rods with 7247's, and going with .089's in the secondary. I also had to swap the original (orange?) step up springs with the highest rate ones (natural).

Make sure the rods are down at idle, loosen screws, slide covers off to the side and see what the rods are doing at idle. I bet there up, must be down at idle so you can adjust the mixture screws. Look at the tuning book and see what jets and rods are in it now. Go back to base line setup if it has been changed.
But like what was said, timing must be in the ballpark first.
Timing light,vacumn gauge and the eldlbrock tuning book is required. I run the eddie 600(1405) I'm very familer with it.

FWIW, when I tuned mine and had to lead it out, I was using an innovate LM-1 wide band O2 meter to tune it.

I had one I reworked for my mild 360, and it was a ton better when done, but I drilled out the squirters and played with all kinds of jets, metering rods, etc. ScratchenforTraction has it now. Its still not as good as the Quick Fuel annular carb that replaced it, and not even close to the EZ efi that replaced that carb....If your lucky, he will open it up and give you the jetting I had in it.
To get one right, you will need to spend some time readng the vacuum, the timing, and the plugs. The more timing, the more fuel, etc. I won't even work on an engine that doesn't have a quick advance distributer...It just a waste of time. Learn it once, and you will be an expert...Those carbs run out of fuel in the bowl when you get a tune that's close to being right, just not enough for the fuel squirt the engine needs.

why yes i do, and it seems to work great on my stock 440 so far. I set the IAS with the vac gauge and that was it,only needed a little turn to be dead on only bliped the 2ndarys a little,I am having tranz trouble with mine, but it sure lights 1st gear up real nice I have no reason to open it up..but if it would be helpfull I would not mind,i will be pulling the intake soon for a vally pan swap anyways here it is on the 440/weiand intake I am running
