Just looked at mine, they are NOT rolled. I know the driver's is original and I am 90% sure the passenger's is. I will double check with Bryan (X9cude owned it for 12-15 years before I bought it from him) to verify the originality of the passenger side and let you know.
Careful, your character's showing!

The aar cuda I'm working on now doesn't have any rolling in the lip. One was a factory replacement fender, the other was the original to the car.

I would consider that correct. No need for rolled fenders on an AAR.

So, it looks like a used replacement fender to me. Rolling them with baseball bats was also a common owner trick back then for fat aftermarket tires.
I'll agree with Barry that it's a used replacement fender. Going by what Mike S said though, the challenger hemi fender shouldn't have an inner fender brace, which this fender clearly does. That along with the extent and quality of rolling would lead me to believe that this fender was not originaly a hemi fender, it was a regular fender that was probably modified by an owner with aftermarket tires as Barry suggested. Then at some point the hemi fender part # was (fraudelently) added.

There is a part number that I have yet to receive that was issued for the stamped fenders.(still trying to get it)
Here is the E body Fender section out of the 70-71 Parts Manual. This page is dated January 1972. 7 digit Part #'s for each fender are listed at the right. Even #'s are the passenger side, replacing the last digit with the odd # after the hyphen will give you the drivers side part #. Example: 1970 or 1971 Challenger with F60x15 tire 3579 380 passenger side & 3579 381 driver side. 1970 'Cuda with F60x15 tire 3579 378 passenger side & 3579 379 driver side. 1971 'Cuda with F60x15 tire 3579 664 passenger side & 3579 665 driver side.
Lots of Barracuda/'Cuda fenders are listed because 71 had two headlights per side and 70 only had one, and also because in 71 the BS ('Cuda) models had fender gills, each variation requiring a different part #.
You'll notice that there is a listing for a special trans am challenger fender for use with F60x14 tires. It seems this fender was never made. The trans am cars came with E60 front tires.
Another thing that I find curious about this list is that there's a listing for a 1971 Barracuda/Gran Coupe non gilled fender for use with F60x15 hemi tires. Surely this must be another mistake. I've checked the tire application for 1971, and it lists F60x15 standard with Hemi, not optional on anything else, same as 1970. Since you couldn't get a hemi in a Barracuda/Gran Coupe, there would be no need for hemi fenders for those cars.
The parts book does contain errors.

Here is a pic of the hemi fender tag on Daniel Bankers green 70 Challenger. It did have hemi fenders on the car, I looked, but was unable to get a picture of the underside before he left that day. That was the last time I saw him. I hear the car is in NY now. The cars with this hemi fender tag are the ones with the factory installed vendor supplied hemi fenders. Along with some of the 1970 cars, that should include all of the 1971 Hemi E bodies. Surely someone out there has one of these cars and could post a picture for us? The earlier 1970 hemi cars had the creative industries modified fenders and did not receive the special fender tag. Tav
