the 83 will have a flat tappet cam non roller block with 360 heads the magnum would still be a good deal even with the high mileage,IMO I would jump on both if the price is right and take the magnum if it was a choise of the 2 older 360 are still good build platforms

the trans will most likely be a 46RH, grab it, even if you don't plan on using it...there's a small chance it might be a 727....
other than the carb intake and LA timing cover, the old 300HP crate motor was basically a stock magnum long block. in a manifold vs. header shootout, dulcich made ~300-325HP on westech's dyno with a 300HP crate motor depending on exhaust option (318 manifolds up to 1 3/4" headers)
if you want to wake it up some, get some hughes #1110 springs, 2.2L retainers, and send the cam out to bullet cams to get reground with their HR259/316 lobe on both the intake and exhaust.
for a carb intake, I'd run the eddie magnum air gap.
