Yes, it happened to me and the only proper way to fix it is to take the windshield out.

Hey Joe,
Thats my friends Charger. I've been holding it while he's been doing the bodywork on the Cuda. The car is awesome. People gravitate towards it when it goes to a show

When you install the dash, sand the backside of one of the bottom legs down to bare metal, and do the same to the area that it bolts to on the body near the kick panel. Coat it with silicone dielectric grease before you stick it on the bolts. That way you will insure yourself of a good solid ground for the dash frame. I know you're thinking 
but it only take a small amount of bare metal on each piece to make a good ground. It doesn't even need to be big enough to show once the dash is bolted on. Don't forget to tape the engine compartment side of the bolt holes on your radiator support before you paint them....DAMHIK
