IMo a true 675 HP from Home Ported W2's will be pretty hard to achieve..It will be a all out engine. 14:1+ compression, large Solid roller cam, and Dominator carb etc.. A friend just finished up a 420ish cube small block with near 14:1 compression, home ported W2's which was nicely done This engine, has a Lunati solid flat tappet cam (shelf grind) and Beehive valve springs, Indy Intake and a 850HP Holley carb..It made a honest 620+hp..car is a 68 Dart 3000+ lbs, leaf spring, small tire car runs low 6.30's High 6.20's in the 8th mile at 108+MPH. So yes 675 might be doable with more compression, solid roller cam, a CNC port job, or ported by that RyanJ (someone who knows those heads).. The engine made peak power at 6700 rpm's BTW.
[color:"red"]65 Hemi Belvedere coming soon [color:"#00FF00"]557" Indy engine 1.07 60ft 144mph in the 8th 2100 lbs package

I think I make 550 HP with these W2. Do you guys think it's posible to do 675 HP within a small budget or should I go Big block?
Nope... not with a small budget

head are portd by MULLER y have this heads 15 years i belive flow is around 325 intake baget mean stock 360 block
You say AROUND... 325.. I'm going to assume you dont know what they flow... but if they do flow 325 the most you can make would be 660 hp and thats with a MAX effort, high compression, big roller cam, now the block... dont think it can handle it... JMO

That formula for HP per CFM is a little dated as far as max-effort results. We've done a set flowing in the 4-ohs (@ peak lift) that made 940 HP w/ 2carbs, and a set that flow 470 at his lift that make 1050 with a single carb. I'd imagine squeezing more HP from the airflow is a result of better valvetrains that resulted from the improved materials available now vs. then. I suspect you're dead-on on the need for a block upgrade.

Those look like an old set of pro stock heads, they probably already made 675 on top of a 340 30 years ago.
Like Moeflo said, as time goes on, the hp per cfm formula keeps changing. I seen a 360 c.i. super stock motor make 605hp with 240 cfm, and that was over 15 years ago.
