Just an example I have of one other original car. And LA plant stuff is sometimes wierd and I made sure to list the SPD as something things change over the production year.
I'm pretty sure there is a factory engineering drawing that covers this. I think it's been in Mopar Action.

Yes.
Is it possible an R/T or two slipped out with it? Sure.
To test it, look for chips or sand through it somewhere. The blackout on the tail panel was applied first, then masked off & the body color shot. So, if you find body color under the black, the black was added later.

If I was painting a Challenger (anything other than a numbers matching, well-optioned stocker) I would be VERY tempted to do the black-out regardless of originality!
