Unplug the connector to the column. If the horn stops the problem is somewhere in the column or horn button area. If it still sounds you have a problem somewhere in the rest of the system.

Here's a novel idea, let's not throw a bunch of parts at the car hoping it will fix the problem and instead spend a little time diagnosing it first.

I am not sure that proves it is in the column. when you unplug the column, you pull power to everything down stream too don't you?

Nope, the horn wire is the ground for the circuit, which is why you need the relay as the horns are always grounded and there is always 12v at the relay.

Some of those aftermarket wheels are just notorious. Should not take you long, just pull the button/ wheel/ etc apart piece by piece. At some point you should get down to the pigtail that comes up out of the column. You should be able to pull that loose from the adapter junk, and determine if that "splits" the problem. You should be able to gently pull and wiggle the wire around with "no horn" or ground the end to the column nut and "get horn."
In my lifetime I've had at least 4 "custom" wheels and the horn buttons never were satisfactory on any of 'em.
